Operation Anadyr: Maskirovka and the Missiles in Cuba

The Soviet deployment to Cuba in 1962 was called Operation Anadyr, after a river in the Russian far north.

The cover story was constructed from the name outward. Troops were issued with skis, felt boots and fur-lined parkas, loaded in view of anyone watching the ports. Personnel were told they were going to a cold-weather exercise, and most of them believed it until they were at sea. Cargo manifests described agricultural equipment. The missiles travelled below decks; troops were kept out of sight during daylight, and the ships were routed to avoid observation.

Maskirovka, the Soviet doctrine of military deception, is broader than concealment. It combines denial — hiding what is there — with active misdirection: supplying an alternative explanation that accounts for whatever cannot be hidden.

That combination is much more effective than concealment alone, and the reason is analytic rather than perceptual. Heuer's central point about intelligence analysis is that it is hypothesis-driven: fragmentary data does not organize itself, and an analyst confronted with anomalies will fit them to whatever hypothesis is available. An unexplained increase in Soviet shipping to Cuba is an anomaly demanding a theory. A cold-weather exercise, plus agricultural aid, plus defensive surface-to-air missiles, is a theory, and once adopted it absorbs the subsequent anomalies.

There were also direct assurances. Soviet officials, including the ambassador Dobrynin, told the Kennedy administration that no offensive weapons would be placed in Cuba, and Khrushchev sent the same assurance privately. These were false, and they were believed for a period because official channels carry a trust presumption.

The CIA's own post-mortem identified the deeper failure as what has been called the judgment of the improbable. The Board of National Estimates concluded in September 1962 that the Soviets would not place strategic missiles in Cuba, because doing so would be out of character and unjustifiably risky. That was an assessment of Soviet rationality, not of the evidence, and it caused subsequent reporting — including human-source reports from Cubans describing large missile-like objects — to be discounted.

What broke it was not analysis. It was a photograph.

A U-2 flight on 14 October 1962 returned imagery of an MRBM site under construction at San Cristóbal, and the interpretation was unambiguous. Technical collection bypassed the entire chain of source credibility, hypothesis fit and inferred rationality that the deception had been designed to exploit.

The general lesson is the one the crisis's own participants drew: where a question can be settled by direct observation rather than by inference about intentions, it should be.

The mechanism

Soviet maskirovka combined denial (concealment) with active misdirection (a plausible alternate explanation), which is more effective than concealment alone because analysts require a hypothesis to organise fragmentary data — Heuer’s core point about analysis being hypothesis-driven. False assurances through diplomatic channels exploited the trust heuristic in official communication and produced what CIA post-mortems identify as the ‘judgement of the improbable’: analysts discounted evidence because the action seemed irrational for Moscow. Overhead imagery broke the deception because it bypassed human source credibility entirely.
