Reward unpredictably to create compulsion.

This is the previous law with the affection removed, applied to anything that can be metered.

Skinner's variable-ratio schedule is the base finding. The reinforcement arrives after an unpredictable number of responses, and this produces the highest steady response rate and the strongest resistance to extinction of any schedule, because the absence of a reward is indistinguishable from an ordinary gap. There is no signal that says it is over.

Natasha Dow Schüll's Addiction by Design is the documentation of what happens when an industry hires people who understand this. Her fieldwork in Las Vegas describes machine gambling as an engineered environment optimized across every variable: the reel mapping that produces near-misses at rates far above chance, the ergonomics of the cabinet, the elimination of coins and then of tickets so that play is never interrupted, the loyalty card that identifies a player's spend rate, and the multi-line design that produces losses disguised as wins — a payout smaller than the stake, accompanied by celebration sounds.

The state players describe, and which Schüll takes as the industry's actual product, is not winning. It is the zone: a dissociative absorption in which time and money and self recede, and which players report seeking directly. Machines are designed to produce and sustain it, and the design goal is time on device.

Any interface that meters an uncertain reward inherits this architecture, whether or not anyone intended it. Chapter 265's infinite scroll and chapter 267's short-form feed are the same schedule at a higher frequency, and loot boxes are the same mechanism sold to children.

The operational elements are: make the payoff genuinely uncertain in timing and size; remove the stopping cues, since reassessment happens at boundaries; make each response cheap and fast; and provide continuous partial reinforcement so that the sequence never plainly fails.

The boundary is that this technique's effects are strongly concentrated in the vulnerable. Machine gambling revenue is heavily derived from a small proportion of players with disordered play, which means the business model is not incidentally harmful to them; it depends on them. Several jurisdictions now regulate specific parameters — spin speed, stake limits, losses disguised as wins — because the mechanism does not respond to information or intention.

The counter is a fixed schedule imposed from outside the system.

The mechanism

Under a variable-ratio schedule the reward arrives after an unpredictable number of responses, which maintains high response rates and resists extinction; dopaminergic neurons fire to reward prediction error, as Wolfram Schultz showed, so uncertainty itself — not the payout — is the reinforcer. Schull documents machines engineered for ‘the zone’, a dissociative absorption in which players continue past intention and past funds. Any interface that meters reward unpredictably inherits this compulsion architecture.
